This is a 10.25" dinner plate in the White Lace pattern by N'Orleans Fine China of Japan. I believe this originally had a platinum band, but it's worn away almost completely. It has a lot of light utensil scratches and a large chip on the back at the rim. The chip is not visible from the front.
